D.C. unexpectedly gets new acting insurance commissioner

A former senior official with the District of Columbia Department of Insurance, Securities & Banking (DISB) has rejoined as acting commissioner, following the abrupt departure of its previous acting commissioner.
The new leader is the third to manage the District’s regulatory agency in less than two years.
Stephen Taylor succeeds Chester A. McPherson, who has served as DISB’s acting commissioner since April 2014. McPherson was appointed interim commissioner following the sudden termination of former Commissioner William P. White, who was fired after criticizing President Obama’s announcement that states were free to allow health insurance carriers to extend policies canceled as a result of the Affordable Care Act in November 2013.
